Accessibility Statement
PCSC works with schools and public agencies. A website that some of their people cannot use would not be acceptable, so accessibility was a design constraint here rather than an afterthought.
Standard we target
This website is designed and built to conform with the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. Those guidelines are also the basis for Section 508 requirements that apply to federal information technology.
Measures taken
Semantic HTML with a single, descriptive H1 per page and a logical heading order beneath it.
Full keyboard operability, including a skip link, a focus-trapped mobile menu, and arrow-key navigation on tabbed content.
Visible focus indicators on every interactive element, with the indicator colour switching between light and dark sections to preserve contrast.
Text and interface colours selected to meet WCAG 2.1 AA contrast ratios on both the dark and light surfaces used across the site.
Status, selection and validation states conveyed by text or icon as well as colour, never by colour alone.
Descriptive alternative text on meaningful images; decorative and atmospheric imagery marked so screen readers skip it.
Form fields with persistent visible labels, inline error messages tied to their field, and an error summary announced on failed submission.
Motion limited to short, subtle transitions, all of which are disabled for visitors whose system requests reduced motion.
Responsive layouts with large touch targets and no horizontal scrolling at any supported viewport width.
Known limitations
The service-area map on the contact page is an embedded third-party map. Its internal controls are outside PCSC’s control, so the same information — our location and the islands we serve — is also stated in text directly beneath it.
